No, you don't have to pay twice for the app.This is a sync delay from google after purchasing the app. Go to the Google Play Store and try to install the app on your watch or phone from there. If you already paid, Google is going to process only one payment and cancel the rest, you don't have to worry.

No, this app only works with smartwatches that runs on WearOS and have the Google Play Store.

After you subscribed to the prime membership open the app on your watch and click go to Settings > Premium > Verify Premium enter the same email address that you used to subscribe and press verify.
